You can only put insulation over your downlights if you pair it with a GU10 LED bulb that doesn't exceed a maximum of 7w of power. If you choose an LED bulb with a higher lumens count (provided that it's still within the capacity of the downlight), you cannot put insulation over your lights.

This LED downlight is fire-rated to 90 minutes of protection, meaning the hole you cut to mount your fitting is fully resealed, reinforcing your ceiling to delay the time when the fire will spread (in this case, by 90 minutes).
